Acting as consultants to the Bhutan Country Office of Save the Children International, David Selby and Fumiyo Kagawa developed the outline for Bhutan’s National Education Sector Disaster Management Plan. Based on the outline, they proceeded to write the first three sections of the Plan covering: Background and National Context; Disaster Management and the Education Sector; the Vision Behind the Plan. They also furnished Save the Children Bhutan with a set of recommendations for information gathering and framing discussions with interested parties for furthering Plan development. The work was completed between July and September 2015.
