Fumiyo Kagawa and David Selby are carrying out a December 2017 case study consultancy for Save the Children Norway. The purpose of the consultancy is to capture through case study format the program approach, process, steps and sequencing that led to the successful implementation and outcomes of Comprehensive School Safety (CSS) and Education in Emergencies (EiE) programs in Nepal and Bhutan. The case study research involves reviewing documentary sources of evidence and conducting interviews with Save the Children teams in Nepal and Bhutan as well as other partners as required. Nepal documentation to be reviewed includes: education sector plans, submissions concerning the plan, government of Nepal implementation guidelines. Bhutan documentation includes: education sector contingency plan, district education office contingency plans, minutes of regional meetings. The case studies will be used by Save the Children for its ongoing internal conversations, to guide ongoing program development and for replication purposes in other contexts.
